The Bureau outside the Oldest House
The first Control centered on an isolated headquarters. Resonant inverts that premise: the catastrophe has reached ordinary city streets, civilians have largely evacuated, and the Bureau operates outside its former base. This does not mean the FBC has normal control of Manhattan; the warped architecture, Hiss, Mold and other threats show a containment effort under pressure.
Zoe De Vera is the clearest named field representative. She acts as Dylan’s handler and has survived the chaos outside while Dylan spent years isolated. Their relationship provides an emotional and operational link between the playable character and the organization that once confined him.
How this shapes the game
The field office can evolve over the campaign and connects major handcrafted zones. It gives story conversations and mission context a persistent base without turning every visit into a hard cut; the seamless dialogue system can keep exchanges moving during exploration.
