Preview evidence shows a Resonant Entity removing nearby Hiss, suggesting Manhattan's two paranatural crises can oppose one another.

The Hiss and the new Resonant Altered World Event do not appear to be straightforward allies. In the opening preview, a Resonant Entity removes Hiss from its surroundings before Dylan fights it.
Two crises in Manhattan
Zoe tells Dylan that Manhattan was already under attack from another Altered World Event before the Hiss escaped the Oldest House. The Hiss outbreak therefore compounds an existing crisis rather than creating every abnormal condition by itself.
Official storefront text similarly separates the chaotic Hiss, invasive Mold and other paranatural threats. Control Resonant’s world can contain multiple hostile forces with different origins and motives.
Evidence of conflict
The opening Resonant boss is observed clearing Hiss from the area. Xbox Wire interprets this as evidence that the factions are at odds. It is a witnessed interaction, but it does not establish a universal rule that every Resonant attacks every Hiss enemy.
Nor does opposition make the Resonant force friendly. The entity immediately becomes a boss encounter and uses the environment as a weapon against Dylan.
Questions still open
Remedy has not named the godlike force reshaping reality, explained the cause of the Resonant AWE or published a faction chart. It is unknown whether different enemy groups fight dynamically throughout the game or only in scripted scenes.
